GAMBARAN PERSEPSI PENGGUNA APLIKASI E-PUSKESMAS SEBAGAI SISTEM INFORMASI KESEHATAN DI UPTD PUSKESMAS I DENPASAR UTARA

Penerapan SIK saat ini masih jauh dari kondisi baik sebab belum berjalan maksimal, masih terdapat beberapa permasalahan yang disampaikan selama penerapan E-Puskesmas di Puskesmas I Denpasar Utara namun hambatan yang dihadapi belum dideskripsikan dengan jelas. Penilaian persepsi pengguna penting dilaksanakan sebab pengguna merupakan kunci keberhasilan penerapan sistem. Tujuan penelitian untuk mengidentifikasi hambatan dan mencari tahu solusi terhadap permasalahan yang terjadi pada penerapan E-Puskesmas berdasarkan komponen PIECES. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Informan berjumlah 12 orang dipilih dengan teknik purposive sampling. Analisis data melalui reduksi, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan penerapan E-Puskesmas membantu petugas dalam bekerja sebab mempermudah pencarian data dan riwayat pasien serta mempercepat waktu kerja. Informasi yang tersedia akurat dan sesuai kebutuhan pelaporan. Namun masih terdapat beberapa hambatan yakni maintenance di jam pelayanan, gangguan koneksi, output belum dapat dimanfaatkan secara langsung, petugas masih mengalami double entry dan fitur masih kurang memenuhi kebutuhan kesinambungan layanan. Belum adanya monitoring evaluasi dari Dinas Kesehatan juga menyebabkan belum maksimalnya penerapan aplikasi. Penerapan E-Puskesmas sudah berjalan tetapi masih diperlukan komitmen bersama dari seluruh pihak untuk mengoptimalkan penerapan E-Puskesmas.

ABSTRACT
The current implementation of HIS is still far from good condition because it hasn’t run optimally, there are still several problems that have been conveyed during implementation of E-Puskesmas at Puskesmas I Denpasar Utara but the obstacles faced haven’t been clearly described. Assessment of user perceptions is important because users are the key to successful system implementation. The purpose of the study was to identify obstacles and find out solutions to problems that occur implementation of E-Puskesmas based on PIECES component. This research is a qualitative with descriptive approach. Informants totaling 12 people were selected using purposive sampling technique. Data analysis through reduction, data presentation and conclusion drawing. The results showed that E-Puskesmas helped officers in their work because it made easier to find data, patient history and speed up work time. The information available is accurate and according to reporting needs. However, there are still some obstacles, maintenance during service hours, connection disruptions, output cannot be utilized directly, officers still experience double entry and features still don’t meet the needs. There has been no monitoring and evaluation from Health Office also causes the application to not be maximized. E-Puskesmas is already running but there is still need for joint commitment from all parties to optimize E-Puskesmas.
