Pharmaceutical Industry Policy during The Pandemic COVID-19

Abstract

Masalah kekurangan pasokan obat telah menjadi masalah global sejak pertengahan tahun 2000-an hingga sekarang, namun masalah kekurangan pasokan obat ini semakin diperparah dengan adanya pandemi COVID-19. Sebelum masa pandemi COVID-19, penyebab utama kekurangan pasokan obat berkaitan dengan alasan ekonomi dan peraturan, masalah terkait bisnis serta manufaktur dan rantai pasok. Sedangkan di masa pandemi, penyebab kekurangan obat akibat banyaknya penutupan pabrik karena karantina, masalah logistik yang disebabkan oleh penutupan perbatasan, larangan ekspor, karantina Negara-negara pemasok bahan baku dan obat-obatan, peningkatan permintaan obat-obatan serta banyaknya penimbunan. Namun, masalah ini sudah ditanggulangi dengan membuat kebijakan-kebijakan dan kerjasama yang baik antara pemerintah, badan regulasi serta industri farmasi di seluruh dunia. Beberapa kebijakan yang dilakukan yaitu mulai dari meningkatkan kapasitas produksi, memberlakukan peraturan mengenai batasan jumlah obat yang dapat diresepkan untuk pasien atau dibeli oleh masyarakat untuk mencegah penimbunan, mempermudah proses perizinan industri hingga pembuatan sistem seperti i-SPOC (Industry Single Point of Contact). Beberapa kebijakan tersebut diharapkan dapat mengurangi masalah kekurangan pasokan obat pada masa pandemi COVID-19 ini.
