Proses Pengambilan Kebijakan Pembatasan Perjalanan Pantai Gading Dalam Menghadapi Pandemi COVID-19 Tahun 2020

Abstrak

Ivory Coast is a country with the lowest number of infected cases of COVID-19 in Africa. However, Ivory Coast's government acted quickly with the aim of reducing the number of cases increasing in Ivory Coast. The regulations issued by the Ivory Coast government relating to the handling of COVID-19 are entirely through consideration at the National Security Council. One of the policies issued by the National Security Council, namely the policy of travel restrictions and border closures, has sparked controversy within the National Security Council because of differences in interests between institutions. On the one hand, the interests of the Monitoring Committee, the National Security Council, and the President of Ivory Coast are in the fulfilment of policies for implementing travel restrictions and border closure. But on the other hand, there are institutions such as the Ministry of Trade and Industry, the Ministry of Trade, and the CCC (Conseil du Cafè-Cacao) which strongly reject the policies of travel restrictions and border closures because their interests are not in line with the policies. The policy-making process based on the different interests from various bureaucrats will be examined using the Bureaucracy Model of Decision Making according to Mingst and Arreguín-Toft, with emphasizing process of push and pull or tug-of-war of interests among institutions. After the travel and border closure policies for the mobilization of people and goods have been formulated, the next step is to discuss these policies. In that process there is a process of push and pull or tug-of-war of interests between the pro and contra parties. Finally, the process resulted in a policy that could fulfil the interests of all institutions, namely by continuing to apply a policy of travel restrictions and border closures but limited to human mobility, while the mobility of goods was allowed to enter and leave the Ivory Coast.
