Analisis Kebijakan Asertif Turki pada Konflik Nagorno-Karabakh Tahun 2016-2020 dengan Teori Two-Level Game

Abstract
This research describes Turkey's assertive foreign policy in the 2016-2020 Nagorno-Karabakh conflict and describes the policy-making process using foreign policy concepts and two-level game theory. The results of the analysis of this research show that Turkey's foreign policy in the Nagorno-Karabakh conflict became an assertive foreign policy in 2016 influenced by domestic and international conditions. The large win-set meeting at the domestic and international levels in the two-level game theory has made Turkey successful in changing the conflict status quo and becoming the country with the second largest influence in the conflict. The large win-set at the domestic level is influenced by the distribution of power and domestic political institutions in Turkey. Meanwhile, large win-set at the international level, Turkey is reducing its dependence on the West and allying with non-Western powers.
