PENGARUH KINERJA PENYULUH PERTANIAN TERHADAP PERILAKU PETANI PADA PENERAPAN TEKNOLOGI PTT DAN PRODUKTIVITAS PADI DI KABUPATEN BULELENG

Abstrak

Integrated Crop Management (ICM) is a technology package of rice planting concerning specific locations, used to increase the production and productivity of rice. The success implementation of the ICM technology by farmers can not be separated from the role of extension agency. It can be seen from the farmer’s behavior (knowledge, attitude and skills) on the application of ICM technology which is influential affect the productivity of rice. The purposes of this study are (1) to determine the performance of agricultural extensions, (2) to find out the influence of agricultural extension factors to their performance, (3) to find out the influence of agricultural extension performance to the behavior of farmers and (4) the impact of farmer’s behavior to the rice productivity in Buleleng Regency.The research used the explanatory research design. Total respondents 156 people consisting of agricultural extensions and rice farmers and were determined by two techniques, namely purposive sampling to sample the extension (39 people) and a simple random sampling technique to farmer samples (117 people). Data were analyzed using descriptive statistical analysis and inferential statistics (SEM-PLS). The study find out that the (1) performance of agricultural extension in Buleleng is in good category, (2) factors of agricultural extensions influence positively and significantly to the performance of agricultural extension, (3) the performance of agricultural extension has positive and highly significant to the behavior of farmers in the application of ICM rice technology and (4) farmer’s behavior has positive effect and very significantly to the rice productivity in Buleleng. Suggestions to the government are to increase the role of agricultural extension through mentoring farmers in the application of ICM technology packages with selecting methods and techniques as well as appropriate media a according to the targets in disseminating technology. The government is also expected to increase the availability of facilities, infrastructure and information technology to support extension activities.
