TATA CARA PEMILIHAN PERBEKEL ANTAR WAKTU STUDI KASUS PADA DESA PERERENAN KECAMATAN MENGWI KABUPATEN BADUNG

Dalam tatanan desa terdapat Kepala Desa/ Perbekel yang disebut sebagai pejabat dalam Pemerintah Desa dimana memiliki wewenang, fungsi, dan tanggungjawab untuk mempejuangkan rumah tangga desa dan mewujudkan tugas dari Pemerintahan Daerah. Pemilihan Perbekel menjadi salah satu bentuk praktik untuk menyampaikan kehendak warga di wilayah desa. Pemilihan Perbekel di Desa Pererenan merupakan salah satu proses Pemilihan Calon Perbekel yang sangat jarang dilakukan yang mana Perbekel yang sedang menjabat telah meninggal dunia sebelum masa jabatannya selesai sehingga disebut pemilihan Calon Perbekel Antarwaktu. Pemilihan Perbekel Antarwaktu dilaksanakan dengan musyawarah desa, yang mana jumlah undangan peserta musdes pada Pilkel di desa Pererenan sebanyak 65 orang, dan dilaksanakan di Ruang Pertemuan Kantor Perbekel Pererenan. peserta dalam musyawarah harus berjumlah ganjil yang di pilih sebagai peserta. Dalam melakukan Pemilihan Perbekel Antarwaktu harus memperhatikan tahapan-tahapan yang sesuai dengan Peraturan Daerah Kabupaten Badung Nomor 7 Tahun 2015 tentang Tata Cara Pemilihan, dan Pemberhentian Perbekel serta Peraturan Bupati Badung Nomor 54 Tahun 2017 tentang Tata Cara Pemilihan Perbekel Antarwktu.

ABSTRACT

In the village setting, there is the Village Head/Perbekel who is referred to as an official in the Village Government who has the authority, function and responsibility to fight for village households and carry out the tasks of the Regional Government. The election of Perbekel is a form of practice to convey the will of residents in the village area. The election of the Head of Worker in Pererenan Village is one of the processes for the Selection of Candidates for Worker Candidates which is rarely carried out where the Head of Worker who is in office has died before his term of office ends, so it is called the election of the Candidate for Internship Worker Candidates. The election of the interim head of village was carried out in a village meeting, in which the number of invited participants in the musdes for the election in Pererenan village was 65 people, and was held in the Meeting Room of the Perbekel Pererenan office. Participants in the deliberation must be an odd number of participants who are selected as participants. In conducting the election of interim workshops, one must pay attention to the stages in accordance with Badung Regency Regional Regulation Number 7 of 2015 concerning Procedures for Selection and Dismissal of Worker and Badung Regent Regulation Number 54 of 2017 concerning Procedures for Selection of Interim Worker.
