Kajian Kelayakan Finansial Alat Pengusir Burung Tanaman Padi Berbasis Sinar Laser

Serangan burung pada tanaman padi dapat menyebabkan kerugian bagi petani yaitu menurunkan produksi padi. Solusi untuk mengatasi permasalahan tersebut, dikembangkan alat pengusir burung tanaman padi berbasis sinar laser. Alat ini terdiri dari unit pemancar laser, unit kerangka, unit kontrol dan kendali jarak jauh, serta unit pembangkit energi yang dirancang menjadi satu sehingga dapat berfungsi sesuai harapan. Secara teknis alat ini berpotensi mengurangi kerusakan akibat serangan burung, akan tetapi belum tersedia informasi terkait dengan kelayakan dari aspek finansial. Tujuan penelitian ini untuk mengkaji kelayakan finansial dari alat pengusir burung tanaman padi berbasis sinar laser. Data yang digunakan dalam kajian ini meliputi biaya investasi alat, biaya tetap, biaya operasional, pengurangan losses, pengurangan tenaga kerja, nilai sisa alat, dan nilai penyusutan alat. Asumsi-asumsi yang diberlakukan dalam kajian ini adalah besaran biaya tetap tahunan sama sepanjang periode analisis, umur ekonomis 5 tahun, dan suku bunga analisis 6%/tahun. Ada 4 kriteria yang digunakan untuk menilai kelayakan finansial yaitu Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period, dan Benefit Cost Ratio (BCR). Hasil kajian menunjukkan bahwa alat pengusir burung berbasis sinar laser dapat dinyatakan layak secara finansial yang dicirikan oleh besaran nilai NPV Rp 10.381.941,88; nilai IRR 23,91%; Payback Period 2,83 tahun; dan BCR 1,21. Berdasarkan hasil analisis sensitivitas menunjukkan bahwa alat ini tidak layak secara finansial ketika terjadi kondisi ekonomi penurunan penerimaan dan sekaligus kenaikan pengeluaran sebesar 10%, 20%, dan 30% setiap tahunnya; dan menunjukkan bahwa perubahan tingkat suku bunga, paling berpengaruh terhadap nilai NPV.
Abstract
Birds attack of rice plants can cause losses for farmers by reducing rice production. To overcome this problem, a laser light-based rice bird repeller was developed. This repeller consists of a laser transmitter unit, frame unit, control and remote-control unit, and energy generator unit designed into one so that it can function as expected. Technically, this repeller can potentially reduce damage from birds attack, but more information is needed regarding its financial feasibility. This study aimed to assess the economic feasibility of a laser-based rice bird repeller. The data used in this study include investment costs, fixed costs, operational costs, reduction of losses, reduction of labor, residual value, and depreciation value. The assumptions applied in this study are that the annual fixed costs are the same throughout the analysis period, the economic life is five years, and the analysis interest rate is 6% /year. There are four criteria used to assess financial feasibility, namely Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period, and Benefit Cost Ratio (BCR). The results show that the laser-based bird repeller can be declared financially feasible, as indicated by an NPV value of IDR 10.381.941,88, an IRR value of 23,91%, a Payback Period of 2,83 years and a BCR of 1,21. Based on the sensitivity analysis results, it shows that this repeller remains financially not feasible under economic conditions of declining revenue and simultaneous increases in expenses by 10%, 20%, and 30% annually, and it indicates that changes in interest rates have the most significant impact on the NPV value.
